Lithuanian stakeholders discussed the guidelines on investments in sport
Lithuanian conference on investments in sport was held on 16 September 2019 at the premises of the Mykolas Romeris University in Vilnius. Vilma Čingiene moderated the conference.
Objectives of the iSport project were presented by Alma Papić. Guidelines on research methodology were presented by Anna Klessner and Guenther Grohall who also presented the Study of the economic impact of an investment in sport. Guideline on investments in sport – as the central topic of the conference – were presented jointly by Anna Kleissner, Guenther Grohall, and Themis Kokolakakis.
Following the presentations, Vilma Čingiene moderated the discussion with participants who gave their views on presented empirical results. In Lithuania, demographic problems have an effect on sport infrastructure and it should be taken into consideration in the development of the final guidelines. Participants raised a number of issues in relation to investments in sport infrastructure by municipalities, which will be taken included in the guidelines.
Conference ended with conclusion, e.g. there is a widespread understanding of the benefits of investing in sport infrastructure but there is a lack of specific knowledge of the direct and general benefits, and of socio-economic impacts, which can be assessed, analysed, and forecasted. More data-driven decisions should be the basis for avoiding irrationality and conflict of interest.

Invitation to the 3rd conference on investments in sport
The Mykolas Romeris University is hosting the 3rd 7 national conferences entitled “Investments in Sport” organised within the project under the same title (Investments in Sport, abbr. iSport), which was co-funded by the Erasmus+: Sport Programme of the European Union.
The 3rd conference on investments in sport will be held at the premises of the Mykolas Romeris University in Vilnius, Lithuania on 16 September 2019.
The purpose of the national conference is to open a dialogue between the national policy makers and the key stakeholders in sport, as well as the representatives of the business sector, regarding the economic and social impact of investments in sport based on the “Guidelines on investments in sport” that were developed by the team of researchers on the iSport project.
The main objective of the conferences is to promote a better recognition of the contribution of sport to the overall goals of the Europe 2020 Strategy given the sector’s strong potential to contribute to smart, sustainable and inclusive growth and new jobs, and considering its positive effects on social inclusion, education and training as well as public health and active ageing.
Conference speakers will be the leading European experts in the field Themis Kokolakakis, Anna Kleissner and Guenther Grohall, and the iSport project leader Alma Papić.
Conference participants are the policy makers on all levels of government in Lithuania, as well as the decision-makers from the sport sector and potential investors in sport infrastructure from the business sector. Participants will be able to actively participate in the discussion and share their unique perspectives on investments in sport.
The “Guidelines on investments in sport” will be further discussed with the policy makers and other key stakeholders in Croatia, Cyprus, Luxembourg and the United Kingdom in 2019 and 2020. Participants’ input will be used to improve the final version of the “Guidelines on investments in sport”, as well as for the development of the “Recommendations for policy-makers”.

Conference on investments in sport
NOC of Portugal hosted the national conference
National conference on investments in sport in Portugal was held on 2 July 2019 in the conference room of the National Olympic Committee of Portugal in Lisbon, Portugal. The conference was organised by the NOC of Portugal as a partner organisation in the iSport project.
After the introduction by the conference moderator Rita Nunes, participants were welcomed by Joao Paulo Almeida, Director General of the NOC of Portugal. On behalf of the national Ministry of Sport, introductory speech was given by Fernando Tenreiro. Following the opening of the conference, Alma Papić presented the objectives of the iSport project and provided information to participants about the latest development in the negotiations for the next EU programming period and the position of sport as an eligible area of investment. Guidelines on investments in sport were presented by Guenther Grohall and Themis Kokolakakis.
After the presentations, participants discussed about the presented empirical results and their use in policy-making and decision-making. One of the key obstacles mentioned was the inability to collect statistical data on sport in Portugal. They faced many difficulties when they were construction the Sport Satellite Account Portugal. However, they concluded that Portugal needs data that can clearly present the impact that sport generates in Portugal. They also had difficulties in collecting data on sport halls, and the representative of the Association of Gyms and Academies of Portugal committed to work in collaboration with Statistics Portugal.
In conclusion, participants agreed on the importance of the iSport study to show decision-makers that it is worthy to invest in sport. National participants concluded that there is a need to strengthen cooperation between Portuguese national entities to contribute to better statistics in the field of sport.
The next conference on investments in sport will be held in Vilnius, Lithuania.

Guidelines discussed with the key stakeholders in Austria
National conference on investments in sport in Austria was held on 5 march 2019 in the conference room of the Haus des Sport in Vienna, Austria. The conference was organised by SportsEconAustria Institute for Sport Economy, and the Federal Ministry of Civil Service and Sport.
Conference moderator Anna Kleissner welcomed participants and opened the conference and gave the floor to Philipp Trattner, Head of the Sports Department af the Austrian Federal Ministry of Civil Service and Sport. Mr. Trattner highlighted the need to collect better data on sport infrastructure in Austria, as well as to focus on smaller facilities and events. He added that the Federal Government provides only comparatively small contributions, but they show substantial effects.
The following presentation of the iSport project objectives was given by Alma Papić who highlighted the fact that sport is recognised for its potential to tackle societal challenges, but we need to improve our understanding of the role of sport as a driver for economic growth and employment.
Presentation of empirical results were given by Anna Kleissner and Guenther Grohall from SportsEconAustria. In Austria, sport contributes 4.12% to the GDP and makes up 5.63% of the employment. In this regard, Austria is the leading country in the EU. Guenther Grohall explained that an investment of 1 million euros in sport-related construction in every EU Member State would generate 23.83 million euros of gross value added (GVA) within the EU.
After the presentations, participants discussed what they heard and how can it be better. The conference ended with a conclusion that it is important to provide empirical results to guide investments in sport infrastructure. Another important conclusion was the need to translate that complex message into a tool that can be used easily.
The next conference on investments in sport will be held in Lisbon, Portugal.

Meeting of partner organisations
The National Olympic Committee of Portugal successfully organised a meeting of partner organisations on the European project entitled “Investments in Sport” (iSport).
The meeting was held on 17 December 2018 at the facilities of the Pousada Hotel in Lisboa, Portugal. The National Olympic Committee of Portugal was represented by the NOC Research and Project Office Director Rita Nunes, and the meeting was led by the iSport lead researcher Guenther Grohall, representative of the SportsEconAustria Institute for Sport Economy, and one of the most prominent researchers in the field.
The meeting was organised to present and discuss the results of the research and to review the draft version of the Guidelines on investments in sport.
The Guidelines on investments in sport will be further developed and discussed with the policy-makers in participating EU Member States: Croatia, Austria, Cyprus, Lithuania, Luxembourg, Portugal and the United Kingdom.
Upon the completion of the first phase of the development of the Guidelines on investments in sport, partner organisations are going to organise national conferences as a platform for opening a dialogue between the policy makers and the key stakeholders in sport. The aim of the conferences is to promote a better recognition of the contribution of sport to the overall goals of the Europe 2020 Strategy given the sector’s strong potential to contribute to smart, sustainable and inclusive growth and new jobs, and considering its positive effects on social inclusion, education and training as well as public health and active ageing.
The SportsEconAustria Institute for Sport Economy is going to host the first of seven conferences. It will be held on 5 March 2019 in Vienna, Austria. For more information, follow our website.
Reviewing the Guidelines on investments in sport
Finalising the Study on the economic impact of an investment in sport
Members of the iSport team participated in the iSport team meeting organised by the National Olympic Committee of Portugal on 17 December 2018 in Lisbon, Portugal.
The lead researcher Guenther Grohall presented the first results of the research, i.e. the Study on the economic impact of an investment in sport. Since this study is the basis for the development of the Guidelines on investments in sport, that was the second topic of the day. Based on the main results of research, the Lead Researcher presented the first draft of the Guidelines on investments in sport.
Following the team meeting, working papers and presentations were distributed to the members of the iSport team for further review and analysis.
The presentation of the Study on the economic impact of an investment in sport, and of the draft Guidelines on investments in sport will be held at national conferences organised by partner organisations in the iSport project. The first national conference will be organised by SportsEconAustria Institute for Sport Economy in cooperation with the national ministry of sport. One of the conclusions of the team meeting in Lisbon was to organise the Vienna conference on 5 March 2019. By that time, draft study and guidelines will be improved with the assistance of all partner organisations and member of the iSport team.
The next activity of the iSport project is the national conference on investments in sport, which will be held on 5 march 2019 in Vienna, Austria.

Workshop for researchers
The SportsEconAustria Institute for Sport Economy hosted the workshop for researchers participating in the development of the study on the economic impact of an investment in sport. The study is carried out within the project entitled „Investments in sport” (iSport), which was co-funded by the Erasmus+: Sport Programme of the European Union.
The workshop was held on the 5th of March at the headquarters of the SportsEconAustria Institute for Sport Economy in Vienna, Austria. It was organised by the leading European experts in the field of sport economy Anna Kleissner and Guenther Grohall who presented the first draft of the guidelines on research methodology and trained the researchers for the next steps in the development of the study. Participants of the workshop were representatives of partner organisations in the iSport project.
Upon the completion of the training, research will begin with the collection of data on investments in sport in 7 EU Member States: Croatia, Austria, Cyprus, Lithuania, Luxembourg, Portugal and the United Kingdom.
